San Andreas, CA.... Calaveras County Sheriff Dennis Downum today announced that Secretary of State Debra Bowen has qualified a statewide anti-gang initiative for the November ballot. "Passage of the Safe Neighborhood Act will ensure that we will know from year to year what our funding will be," Downum said. "This will allow us to plan for and provide the maximum service possible for our citizens.
